The Pashtun Tahafuz Movement, also known as PTM, has been officially declared unlawful by the government of Pakistan, terming it under Section 11B of the Anti-Terrorism Act of 1997. The ministry, in its notification, said that was also the reason for the banning for threatening national peace and security.

According to the notification of the ministry, PTM is seen as a “serious threat” against public order and safety across the country. Among the most significant internal security developments that Pakistan has witnessed are such cases wherein banning PTM has figured prominently; more importantly, this pertains to the easily frayed political climate about Khyber Pakhtunkhwa and tribal areas.

This movement, led by activist Manzoor Pashteen, has emerged as a voice for the Pashtun community to highlight their issues, especially the plight of violations and human rights abuses, in war-torn regions of Pakistan. Demand for accountability from security forces and advocacy of civil rights by PTM has drawn many in the Pashtun population. But the movement saw very strong opposition from state institutions viewing some rhetoric as inflammatory and threatening national unity.

Instead, in a statement after the ban was imposed, the Interior Ministry restated the activities of PTM as endangering the state’s stability. Government officials said the group’s criticism of military operations in Pashtun-dominated areas provokes unrest and jeopardizes efforts to fight terrorism at security levels.

Despite the official ban, Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur extended an invitation to PTM leader Manzoor Pashteen for the upcoming Pashtun Qaumi Jirga scheduled on 11th of October aimed at the promotion of unity among Pashtuns and resolution of their grievances.

It has been reported that Pashteen stressed the need for unity among Pashtuns while expressing gratitude to Gandapur for his support for the cause of the movement. The chief minister assured the jirga during the meeting that the provincial government would cooperate with the jirga, and representatives from various sectors of society would attend the gathering.

Preparations for the jirga are going in full swing, and the function is to take place in the Khyber tribal district. Pashteen confirms that the venue has been finalized, and representatives of different communities across organizations within the political setup have assured their presence. Separate tents for participants will help contain each group.

The ban issued by the government has received mixed reactions. Supporters say that it is, after all, a peaceful struggle for Pashtun rights, and others have been accused of igniting tensions in what is a fragile security landscape. It will further raise questions about the future of political dissent in the country and the state’s ability to balance its security concerns with democratic freedoms.

The PTM has drawn global attention to the unapologetically strong stance it has taken against Pakistan’s military establishment. Several rights organizations have also expressed their concern over the state’s approach to addressing movements such as the PTM, urging the government to embrace dialogue instead of punitive policies.

On the contrary, the government feels that the ban is inevitable to preserve law and order, especially in areas vulnerable to terrorist activities for long. The situation is pretty tense, and how the government deals with this issue will define the political scenario in Khyber Pakhtunkhwa and overall.

It appears that during such testing times, the banning of PTM indicates that the issue of law and order is very complicated to strike in Pakistan while keeping civil rights in mind. While the Pashtun Qaumi Jirga may help set the stage for dialogue and reconciliation, the state’s hardline policies against the PTM leave one to wonder if peace is possible.
